League 1 will remain an 11-team competition in 2020, the RFL has confirmed.
Ottawa’s application to join the league next season was approved in principle earlier this year, but the governing body say their place has been deferred until 2021.
The Canadian club’s proposal is based around taking Hemel Stags’ place and the Stags have been granted dispensation not to compete next season.
A New York City consortium is also hopeful of entering a team in 2021.
In a statement, the RFL said: “Betfred League 1 will remain an 11-team competition in 2020, as Hemel Stags have been granted a dispensation not to compete in 2020.
“The club’s proposal to rejoin the league and relocate to Ottawa in Canada, which was approved in principle by the RFL Board earlier this year after a meeting of clubs, has been deferred to the 2021 season.”
